Commodity and products registration in the BSTI of Bangladesh

Bangladesh Standards and Testing Institute (BSTI) is the local authority for importing and manufacturing commodities, packaged commodities and finished products. Products under the jurisdiction of BSTI are categorized as:

  1. Agricultural products
  2. Food products
  3. Chemical products
  4. Jute and textile products
  5. Engineering products
  6. Electronics and electrical products

Till the date (24-May-2026) BSTI announced 328 products as mandatory products to take Certification mark (CM) license with specific BDS, stands for Bangladesh standards. BDS are pdf/printed booklet/catalogue for specific commodities and products. BSTI updates and includes new mandatory products time to time by publishing official Gazette in Bangladesh.

As a manufacturer or an importer, first step is to identify whether your product is under the mandatory list of BSTI. Then find the BDS number for specific product and purchase the specific BDS from BSTI. BDS describes the limit of each and every ingredient and product claim allowed. Your product composition must comply with the specific BDS.

Then Packaging Commodity Rules (PCR) must be followed in the packaging and labeling of the product. Before import in Bangladesh, you should collect a Regulatory intelligence report on PCR of BSTI.

Local Manufacturers: BSTI do not issue CM license/certificate for the imported goods. BSTI issues CM License to the manufacturer only. CM license is product specific.

Importers: Importer must apply to BSTI with their company letter head pad along with the list of required documents and Govt. fees, if the imported products are under the jurisdiction of BSTI (i.e., under the mandatory product list). BSTI collects sample once the shipment arrives in Bangladesh customs/port, then sends the randomly collected samples for test in BSTI lab and issue Clearance certificate if the product is under a specific BDS and comply with the BDS.
